How can I make Japanese characters visible when using the internet?

When I go to a page that has Japanese characters on it, all I get are question marks. I went to View >Character Encoding> Japanese (EUC-JP), but it is still not visible. Before when I would visit a page with Japanese, a window would pop up giving me the option to download it, but that does not happen anymore. I’ve tried to find something I can download, but since I don’t know what I am looking for exactly that is hard.

So does anyone know what I can do to make the characters visible? I am using a Windows XP with Firefox, but I can use Internet Explorer as well if needed.

Start > Control Panel > Regional and Language Options > Language tab
check Install files for East Asian Languages

you should have your xp cd with you
