Why wasn’t New York City sealed off after the 9/11 attacks?

I read that FEMA can order a city sealed off or quarantined after a major attack (nuclear, biological, terrorism, etc.) So why was the public still allowed to go about their daily lives right after the attacks of 9/11? The city was obviosly devastated and nowhere near safe for ANYONE to be near it…..now we have all these cases of people getting cancer and diseases from the WTC fallout 5 years ago….what do You Think?

I think the whole notion is silly. Seal off New York City. That sounds exactly what the terrorist would love to see. Are You one?
