How I can arrange for the paper and pencil, pen friends?

I am a teacher and the need to make arrangements for pen pals with a group of students in another country. But they can not get online because all my children have Internet access.

Find children's magazines or newspapers newspapers countries that interest you (use google) .. and send a letter asking them to print your request. Pals had found this way in the past.
