What is the software used to create 3D games using DirectX or OpenGL?

I know very little about 3D game programming. I have to do a game simple using DirectX or OpenGL. Not necessarily in 3D but using one of the above. What software can be used to do that? Since OpenGL is free, is much better if it's OpenSource. Thanks

Making a videogame is not as easy as sitting down and writing a text or a file parser (although, those who are not very easy to do:) A video game needs advance planning and projection. It needs art to look nice and, especially, needs creativity and programming skills. I've been using DirectX and OpenGL like it better than me.
