Why not working the special characters in web pages?

I love: ~ in "Spanish" or special c "Inglés". Sometimes I think it should be fine for a few minutes, but once you refresh the page, words often change "Espa? Nol" or "Fran? ais "as if it were unrecognizable. This is especially true for MySpace.com.

You Can make your web page, display special characters if you specify code in the header (ie between and .) Standard PC / Windows type text, the statement looks like:
