Niger Delta Crisis (A Significant Setback In The Post Amnesty Era)

The failure of a nation can be assessed by the calamity, political upheaval, economic difficulty, in security,  curruption, collapsed justice system, conflicts, religious war and a general situation of instability.  March 15, Two bombs exploded at a Government House of Nigeria during the Post Amnesty Dialogue in Warri. A number of people were killed and Many More injured. The debrils from explosion scattered everywhere around the Government House and other buildings in the area. MEND claimed responsibility for this attack. The attack was time and carried out on the date while there was a conference organized by the Chairman/Publisher of Vanguard Media Limited, Mr. Sam Amuka. Among dignitaries who were there are: chairman of the occasion, a former Chief of Defence Staff, General Andrew Owei Azazi (rtd), South-South leader Chief Edwin Clark, first civilian Governor of Edo State, Chief John Odigie-Oyegun, Prof Pat Utomi, Second Republic Senator, Francis Okpozo, Senator Roland Owie, member of the Niger-Delta Technical Committee, Mr. Tony Uranta, Niger-Delta activist, Ann-Kio Briggs, Barrister Mike Igini, Mike Emakpore, members of the Delta State House of Assembly, Hon. Efe Afe, Talib Tebite and Commissioner for Lands and Survey, Hon Raymos Guanah.

The bomb blast attack by The Movement for the Emancipation of the Niger Delta (MEND) can affirm that the warning strike carried out by five boats involving thirty five of its fighters armed with rifles, rocket launchers and heavy caliber machine guns which was carried out at about the midnight our of December 19, 2009 on a major Shell/Chevron crude pipeline in Abonemma, Rivers State of Nigeria, which was confirmed in the statement read in part by MEND’s spokesman Jomo Gbomo was a prelude to the big one that was carried out a few days ago. The recent seditious and rebellious activities of the members of the MEND only signaled a strong indication that the whole amnesty programme of the Federal Government is an artifice. It is known by all parties involving in the peace process and MEND that the demand by the people of the Niger Delta may not be possibly meant by either the multinational oil companies or the federal government of Nigeria.

Now that the bomb detonation and other previous attacks by MEND threatens the post-amnesty dialogue in the oil city, security agents are force to launched a manhunt for the operatives of the Movement for the Emancipation of the Niger Delta (MEND) that detonated the bombs. Previously however, the spokesman of the JTF, Lieutenant Colonel Timothy Antigha pointed out that any attempt at this point in the amnesty and peace building process in the oil-rich region by anybody or group to generate violence would be deemed as unpatriotic and aimed against the interest of the region. The criminals behind the act are enemies of the Niger Delta and indeed Nigeria and, they don’t deserve any sympathy”, he strictly stated.

It is a common phenomenon now that there is an incapacitated contribution by the appointed negotiators, the MEND’s Aaron Team, comprising Professor Wole Soyinka, Admiral Mike Akhigbe(rtd),Denzil Amangbe Kentebe and other groups whom are involved in the peace dialogue in the oil producing states of the Niger Delta. As the demand of the MEND is believed to be irresolvable by the Federal Government of Nigeria, it is in all ramifications conceived by MEND as possible. But, in a general sense, there is hesitation in government actions today, simply because they strongly believe that the current state of monetary allocations, the derivation of oil and general policy are inflexible. It is perceived that if the demands are meant the other parts of the country and other budgetary sectors may be in lack. The MEND and other groups are cunningly maneuvered around and the government takes comfort in the amnesty program before they could fabricate a more considerable solution to the problem.

MEND actually claimed subsequently that the government has been offering bribes to a number of militants who surrendered their birth rights under its amnesty program in the form of contracts. The government perceives these individuals to be key players and influential in the region. MEND abundantly made it clear that members who are involved have no significance in the continuation of the struggle. MEND is committed to continue in its fight for the rights of the people of the Niger Delta. “We expect that when the President returns or if we find ourselves negotiating with another President, the process must continue with the current tempo and enthusiasm or else peace talks may collapse and the unrest will resume.”

Since Nigeria pumped her first barrel in the 1950s, she started to lock horns with her capital of oil wealth, the Niger Delta. And she has since set records for the mismanagement of public funds. From the point of view of MEND, and its supporters, the people of the Niger Delta have suffered an unprecedented degradation of their environment due to unchecked pollution produced by the oil industry. As a result of this policy of dispossessing people from their lands in favor of foreign oil interests, within a single generation, many now have no ability to fishing or farming. People living in the Niger Delta have found themselves in a situation where their government and the international oil companies own all the oil under their feet, the revenues of which are rarely seen by the people who are suffering from the consequences of it.

The Movement for the Emancipation of the Niger Delta has since its establishment fought for the course of improving life in the region. But, there are allegations linking the Niger Delta militancy to political thuggery, cultism, and organized criminal groups. The Movement for the Emancipation of the Niger Delta (MEND) engages in actions including sabotage, theft, property destruction, guerilla warfare, and kidnapping. However, the identity of MEND is somewhat obscure since its members and leaders like to remain faceless. MEND comprises fighters mostly from criminal gangs and tribal warrior and members of occult movement.

The militants blame the North of Nigeria to be responsible for the unbearable conditions of living in the Niger Delta. They claimed that their actions are motivated by the attitudes of the northern politicians in corridors of power who loot most of this oil fund as well as the southern political traitors. Bala N’ Allah a member of the National House of Representatives put forward what is regarded as condemnable utterances. This gave the JTF the go ahead with the attacks not just in Delta State, but other Niger Delta states. This is believed to result in the attacks by the Joint Task Force (JTF) on some communities in Warri, Delta State claiming thousands of innocent citizens’ lives and in other cases thousands chased out of their homes and destroyed properties of even innocent people and others taken into custody in highly secured prisons.

Following the lingering unrest stirred by the MEND in the Niger Delta region. Attacks had been carried out on several facilities belonging to oil companies and the Federal Government alike. The attacks left the federal government with no option than to unleash state terror on defenseless communities by deploy the military and set up the Joint Task Force to combat what the government called the erroneous and unpatriotic acts of terrorism. Especially when the militants continue to attacked oil facilities including facilities considered out of reach of the militant. The military deployed large troop of soldiers and its most sophisticated weaponry against the unarmed and defenseless residents of Gbaramatu Kingdom, Delta State. Apart from Gbaramatu Kingdom and Oporoza; Okerenkoko, Kurutie, Kokodiagbene, Kunukuma, Odi, Zaki, Biam and many communities in Warri including Market road Makaeva and Waterside also suffered indiscriminate hostile assault from the JTF forces. Women suffer greater hardships in times of these conflicts. Women were subjected to all kinds of violence – such as rape, malicious torture, murder, and destruction of properties.

During an interview with an agent of the JTF, although he would not reveal his identity, he mentioned thing that suggested some of the cognitive factors that the JTF is faced with in their investigation and combat with the MEND. He said most of their investigations were uncompleted as a result of the death of captured members of the MEND in their custody or the escape of MEND members in very real cases, thereby, disrupting further questioning and unveiling of hideouts of other members. There have been dangerous MEND key hit men that have either being gunned down or in custody. He said in a great nostalgia that there is this particular incident in which a lot of people were dead but just a few. “I regret today that as JTF officer, I have the responsibility to kill my own people who fight a course that will benefit me and the unborn children in the future. Almost thirty members of MEND died that night. A number of my own brothers were killed by the gun in my own hands. I pulled the trigger of the gun that killed fellow Niger Deltans. If I can remember completely, a few was not found among the dead the next morning but, three others were found further in the forest after a seven hours search starting from noon the next day except one, who mysteriously disappeared in the forest . As I speak to you, I can imagine vividly the tension in that forest along the express road. He may also have died but we still believe that he is still at large”.

JTF coerced by violence the parents of the young militant, but they denied any possible involvement of their son and pleaded his innocence. But they disappeared as the pressure heightened. A man who was arrested and interrogated identified himself as Mr. Kojo Akirijan attested he was only a neighbour and that he as of that moment do not know their where about. Information forced out of him revealed addresses of houses where the relatives of the escapee live. On our arrival in Benin, a house suspected to be own by an uncle was burnt down and deserted, the reason and when it was burnt could not be found out as ascertained  nobody was ready to talk. The village of Ogunwenin was later ransacked, and the suspects were nowhere near. “I should not be saying this because it can spur people to employ violence continuously. Just as the gruesome state murder of Ken Saro-wiwa and others in 1995 is still fresh in our memory”. This has made youths in the region to lose confidence on any measure that will bring attention to their struggle other than through violence. This results in the MEND alleged detonating off bombs on oil facility destroying billions of dollars worth of properties own by government and some oil companies operating in the country.

In another eyewitness account revealed the number of civilian causalities in thousands. In fact, reports held that the latest military offensive in Gbaramatu and the attack on Odi where close to 2,873 civilians that lost their lives. The attack on Gbaramatu has brought huge humanitarian crisis to the region. Besides, an estimated 20, 000 persons were believed to have been trapped in the forests at the beginning of the onslaught. Victims were unable to receive medical attention in the hospitals because hospitals offering medical aid to survivors were raided by the JTF. In the height of the crisis burst sad stories of victims caught in the onslaught. However; nothing saddens more than the death of women and children in the region whose lives got smashed in the wake of what has so far worsened their deplorable living conditions.

However, activities in the oil sector, particularly in the Niger Delta have over time constituted a major cause of selfish attitude as the people concern themselves with extorting the oil companies for their own greedy interest which in turn as brought, conflict and sometimes despair (when cash are denied) to the majority of the people in the oil-producing region.  Armed groups are increasingly demanding greater control of resources in the region, and engage in large-scale theft of oil. For instance, in 1998, more than 1,000 people, including those scooping fuel from a break open pipe and farmers lost their lives in that inferno in Jesse, a part of the region. The disaster was followed by another fire out break in 2000 in which about 312 people from eleven communities were consumed by fire that resulted from petrol spillage that covered the entire creeks and waters around the region. And the kidnapping and ransoming of oil workers. Government reprisals against militancy and violence frequently involve excessive force, and communities are subjected to violence and collective punishment, thereby deepening anger and resentment. For decades, the oil-producing states of the Niger Delta have been agitating for increase in derivation allocations to enable them fight poverty, improve the environment that has been massively degraded by hydrocarbon extraction, and for general socio-economic, and infrastructural development.

What is the difference between Delta force and Army Rangers?

I know a little bit on the rangers but Dont Know anything about delta force other than there elite like the rangers.

Delta Force is a branch off of Special Forces that are a Top Secret unit. They’re recruit from all of the Army, National Guard and Reserves. Primarily, they recruit from the Ranger Regiment. They’re mission is a little different than the Ranger Regiment. They’re more discrete in their activities and very secretive. In afghanistan, they are more aligned with the activities of Special Forces. Rangers are the “Go Getters” of the Army and no they’re not like the Marine Corp as someone has already mistakenly answered. There’s no comparison there. They pretty much set the bar at how far a warrior can be pushed whether in combat or not.
