america has the A-10 and Apache.
Russia uses their KA-52s and Frogfoots.
who else has effective close air support platforms?
Many countries have this capability in theory. If CAS is defined (according to you) by having a low altitude ground attack aircraft plus gunship, then Britain (Tornado+Apache), Germany (Tornado+Tiger), China (FC-1+WZ 9/10), Japan (F-1/2+ Cobra)… and many others all have CAS capability.
Yet I believe the reason why US stands out is for the fact that its CAS capability has been tried in actual combat numerous times, and gained overall very satisfactory results. In contract, Russian CAS capability as revealed in Chechnya and Georgian Conflicts, is not as mature or even lackluster in nature. In my opinion, the capability of CAS is a matter of system coordination and experience. Let’s say 40 years ago, the CAS by U.S. forces in Vietnam was so effective, even without the highly advanced GPS or weapon platforms. On the other hand, even if equipped with all the cool gears, China today might not be able to pull off a successful CAS show.
In conclusion, good CAS demands a group of talented and devoted people, good training, and lots and lots and lots of actual experience. At least under the current technological constraint that is.
