I read somewhere that was based on a true king of a Greek city-state.

The story of Hercules is mythical, but that does not mean that there was a kernel of truth in the original story. Just as there may or may not have been a historical figure the real legends are based on Arthur. It may be there was a historical figure – that bear little resemblance to the mythological figure – but we will never know, discovering some archaeological really amazing discovery.
